In the absence of a Royal Decree implementing Article 49 of the Programme Act of 26 December 2022, the conditions for declaring cleaning work remain the same as for all other work covered by Article 30bis of the Act of 27 June 1969. In other words, work on immovable property must be declared at a value (excluding VAT) of EUR 30,000 or more without a subcontractor, at EUR 5,000 or more with one subcontractor, and at any value once two or more subcontractors are involved. The value of the work on immovable property (cleaning and non-cleaning work) under the main contract determines whether CIaO applies to the maintenance or cleaning activities covered by that same contract. In summary, if a Declaration of Works is required, or if the cleaning activities are added to an existing Declaration of Works, CIaO attendance registration applies to the maintenance and cleaning activities covered by the same contract.
