Registration through CIaO is mandatory for everyone carrying out maintenance or cleaning activities under a contract reported in a Declaration of Works for work on immovable property. Several situations may arise:
Situation 1: A contractor has a contract covering both construction and cleaning activities involving immovable property. A Declaration of Works exists on which the contractor’s contract has been reported. The contractor itself carries out only construction work. Subcontractors carry out the cleaning activities.
➔ CIaO does NOT apply to the contractor’s workers who carry out construction work only. Please note that CheckinatWork, also known as CAW, may apply if the combined value of the main contracts on the same Declaration of Works is EUR 500,000 or more. ➔ Subcontractors and their workers who carry out maintenance or cleaning activities must register those activities and their breaks through CIaO.
➔ Self-employed persons and their assistants who carry out cleaning activities as subcontractors must register those activities through CIaO.
Situation 2: A contractor has a contract covering only maintenance or cleaning activities. A Declaration of Works exists on which the contract has been reported.
➔ The contractor and its workers who carry out cleaning activities involving immovable property must register those activities and their breaks through CIaO.
➔ Subcontractors and their workers who carry out maintenance or cleaning activities must register those activities and their breaks through CIaO.
➔ Self-employed persons and their assistants who carry out cleaning activities as subcontractors must register those activities through CIaO.
Situation 3: A contractor has a contract covering both construction and cleaning activities involving immovable property. A Declaration of Works exists on which the contractor’s contract has been reported. The contractor itself carries out BOTH construction and cleaning activities.
➔ Workers who carry out cleaning and maintenance work must register the start, end and breaks of their work in CIaO.
➔ CIaO does NOT apply to workers who do NOT carry out maintenance or cleaning activities, such as workers who carry out construction work ONLY. Please note that CheckinatWork, also known as CAW, may apply.
➔ Workers who alternate between construction and cleaning activities must register only the cleaning activities through CIaO. If CheckinatWork also applies at the workplace, the contractor may choose to organise only CIaO, because registrations stored through CIaO are also transferred to CheckinatWork. This means the contractor needs to provide only one registration system for workers who carry out both types of activity.
